My Name is Todd Giroux !! I am a candidate for RI Governor !!

Thank you.. My Dear Friends, Guests and Voters ! I am honored to be here today
to declare and celebrate with you my campaign for Governor of RI.

Reflection:

I would like to take a moment for silence and reflection.. to honor the founders of our Great Society..
To honor our Parents.. Our Grand Parents, Our Soldiers, Our Teachers, Our past Leaders..
All those who have done the work of generations before us.. We have all walked forward together
in the past and we continue to seek and discover that which brings us peace and prosperity in the
physical and in spirit.. Let us Celebrate a New Day forward Together !!

We all have many common goals in seeking a better future. Nature teaches us to move forward ..
Each new spring does not reflect or remorse on a harsh winter or natural event .. nature teaches us to
move forward and adapt to change always ready to reveal a new flower and new growth.. to always
endure the storm and allow the rain to soften the soils and provide the life waters for our roots to spread wide.

We are a special people .. We are in Gods’ Providence in step with History !! We all have a responsibility to the
next generation to provide a nourishing culture free from the burdens of our times..

My closest friends know since 2001 I have had The American Flag on post cards to represent
A Landmark Tower & Flag Pole Restoration project completed three months to the day of 9-11.

That story is special to me not only because it marked the first project in a new Era for The Giroux Family,
after my dad, Leo, passed in 2001.. but It stirred a well of patriotism, pride and generational marker
to reflect upon the durability of Community and our people’s history. It has been an inspiring privilege
to work upon RI Land Marks now museums build by RI Patriots and Former Governors.

What is it that brings a man to dream for the well-being of others ? To see with clarity Individuals and
systems of resistance.. that which blocks the path for opportunity and fairness in community.

I have those dreams and visions..

I have nurtured my understanding of Leadership, People and Society from my earliest days as a cadet
in Civil Air Patrol and as a Psychology Major at The University of Rhode Island. We must always remain
Vigilant to Anticipate and Predict so as to control the outcome of our effect upon our lives and community !!

I, like all of you, am responsible day to day for the actions in my workplace and business. Government
needs citizens, like us, who see more than themselves, yet bring the reality of personal accountability
to the service of community.. The hard work to manage and consolidate rather than create more
contracts of convenience is the work of Governor Leadership in 2010 and The four year Term I am seeking.

My campaign for Governor continues to grow with every most every person I meet.. Like a diamond which
only reaches full value under the pressures of constraint, My Passion as Citizen Advocate to Campaign for RI Governor
cuts deeper and draws more attention from others suffering the same hardship of Job Loss, Foreclosure,
High Taxes- Low Representation, Endless Cost Increases with little wage increase, Environmental Pollution,
Health Care Worries and a No Promises Retirement System to name a few.
I am proud to be here today to tell you our campaign is Strong, We Will Go The Distance to The Ballot,
RI Will have a chance to vote for a true Independent and We Will win 2010 Together !!

The Action Plan – A mulit-faceted approach to provide economic stability and opportunity to citizens through
Employer Incentives, Jobs Training, RI State Debt Consolidation, Home Affordable Modification and Statewide
Jobs & Department Study.

The Jobs, Small Business Plan & Revolving Fund Opportunity
All Business Owners & Homeowners need credit as banks are not lending.. Property collateral and wages have
become unstable criteria for banks to lend.. we must provide continuity of economic vitality with or without the participation
of commercial banks. The federal reserve is supposed to ensure the money supply is appropriate for vitality
of citizens and community but the only delivery system is

(2) monopolized and controlled by the banks. We must continue to provide solutions and support to the
citizens economy as vigorously as occurred in the corporate economy !!

Commercial Facilities such as Nursing Homes & Residential Housing to receive priority access to revolving
funds for ADA Improvements, Weatherization and Green Technology.. Those with 50% cash on hand will receive
Project Development Oversight and Revolving Fund Opportunity to complete their projects with local
small business prepared to manage, hire and train staff to complete local projects with RI Citizen Resources.

Departments & Jobs Study The RI State workers in the trenches know best the information on waste and inefficient management of RI Budget Spending, Contract Hiring of Consultants and Poor Management of Programs.
Jobs studies conducted by general managers typically tell upper management what they want to hear by comparing wages levels to other flat growth wage providers. We will support and reward those state workers that speak out to create better departments, streamline purchasing and set RI Citizens towards a path of spending within means providing vigorous ability to pay our state workers and provide continuity of quality services.

Citizens Bond & Tax Freeze - The economy of our state is burdened by our debt payments to the past. It is suggested half our RI State Budget goes to service State Debt that strangles our ability to operate government and threatens our current bond rating and ability to aquire new capital. I propose a traditional style” War Bond” I call “Onward Bond” In simple terms.. the average RI property tax is 2,500.00 Participating at the two year level the investment should be 2 times the annual property tax.. typically a $5,000 commitment to the State of Rhode Island by cash or title position to the property as incentive for investment will Freeze the current property tax levels as flat tax to the investor and provide tax exempt income to the investor until the State repays the Citizen Bond to scheduled program end in 6 years.

The Whole Picture - Revolving Fund Opportuntiy for Small Business & Homeowners in combination with Homestead Refinance Opportunity - Is the core of recovery for Rhode Island !!
Not Government handouts.. Low interest revolving funds provide cash flow where there is none. Investment where there is none, On the Job Training for the Unemployed where there is none. Accountability of individual to refinance the burdens of Debt and to set oneself on a course for success where all other roads lead to despair and cynicism..
And equally important to all The ‘Onward Bond’, Tax Freeze , Departments and Jobs Study roots out the waste and rolls forward a new day of Hope for the Ocean State.

Let Talk about real Opportunity and Growth - The jobs created and people employed to administer these new programs Will be our graduating students.. They will come from within state government in the shifting job responsibilities. We have an entire system of government to maintain programs and services to a steady course yet we must reinvent our Government towards change with an equal passion of fairness and social justice !!
The issues facing our state were not created in one day.. but they will be moved towards solutions with The Giroux Candidacy for Governor !!

Other candidates for Governor, Legislature and Senate have all had plentiful opportunities to work together to preserve our Traditions and the American Dream to Employment and Home Ownership.. It is not acceptable to bear that the Citizen has been irresponsible and .. The citizens to be held against the blade accountability.. while none stands to blunt the thorn of Corporate Greed.

The Courts, Legislature and RI Senate clearly need new Citizen Leadership to provide Governor Articles and Advocacy Solutions to these largest of current social problems. All Candidate in 2010 can find the middle path apart from party politics with support from the 38% of Independent RI voters seeking a new path.
Giroux for Governor is the campaign leading the message for early economic recovery, citizen protections and election success in 2010 !! I will work with all Candidate seeking a new middle for RI
